Solano County Government Budget Cut Again
The Solano Board of Supervisors is discovering new needed ways to cut Solano County government costs. Another $1.7 million will be cut. Solano Board of Supervisors told nonprofit social service groups they could be effected in future cut backs. Solano Board of Supervisors may fund non-profit workshops to help nonprofit groups continue to deliver services to foster children, seniors and other county residents. Solano Business Incubator is offering free Solano virtual offices to Solano non-profits needing part time Solano office space leases, and conference room rentals.

Business And Unemployment In Solano County And US
The longer Solano people stay out of work, the more trouble they have finding new work in Benicia, Dixon, Fairfield, Rio Vista, Suisun, Vacaville, Vallejo and neighboring Napa and Contra Costa County.
That is a fact of life that much of Europe, with its underclass of permanently idle workers, knows all too well. But it is a lesson that the United States seems to be just learning. This country has some of the highest levels of long-term unemployment — out of work longer than six months — it has ever recorded. Meanwhile, job growth has been, and looks to remain, disappointingly slow, indicating that those out of work for a while are likely to remain so for the foreseeable future. Even if the government report on Friday shows the expected improvement in hiring by business, it will not be enough to make a real dent in those totals. So the legions of long-term unemployed in Benicia, Dixon, Fairfield, Rio Vista, Suisun, Vacaville, Vallejo and neighboring Napa and Contra Costa County will probably be idle for significantly longer than their counterparts in past recessions, reducing their chances of eventually finding a job even when the economy becomes more robust…. New data from the Labor Department, provided to The New York Times, shows that people out of work fewer than five weeks are more than three times as likely to find a job in the coming month than people who have been out of work for over a year, with a re-employment rate of 30.7 percent versus 8.7 percent, respectively. Likewise, previous economic studies, many based on Europe’s job market struggles, have shown that people who become disconnected from the work force have more trouble getting hired, probably because of some combination of stigma, discouragement and deterioration of their skills. This is one of the biggest challenges facing policy makers in the United States as they seek to address unemployment. Its underlying tenet — that time exacerbates the problem — means that the longer Congress squabbles about how to increase job growth, the more intractable the situation becomes. This, in turn, means Washington would need to pursue more aggressive (and, perversely, more politically difficult) job-creating policies in order to succeed. Even reaching an agreement over whether to extend benefits yet again has proved contentious. Several factors lead to this downward spiral of the unemployed. In some cases, the long-term unemployed were poor performers in their previous positions and among the first to be terminated when the recession began. These people are weak job candidates with less impressive résumés and references. In other instances, those who lost jobs may have been good workers but were laid off from occupations or industries that are in permanent decline, like manufacturing. But economists have tried to control for these selection issues, and studies comparing the fates of similar workers have also shown that the experience of unemployment itself damages job prospects…. Many unemployed workers from fret about how to explain the yawning gaps on their résumés. Some are calling themselves independent “consultants” or “entrepreneurs.”… “From what I’ve seen, employers do tend to get suspicious when there’s a long-term gap in people’s résumés,” said James Whelly, deputy director of work force development at the San Francisco Human Services Agency. “Even though everyone on an intellectual level knows that this is a unique time in the economy, those old habits are hard to break with hiring managers and H.R. departments who are doing the screening.” It does not help when job seekers are repeatedly rejected — or worse, ignored. Constant rejection not only discourages workers from job-hunting as intensively, but also makes people less confident when they do land interviews…. Though economists generally agree that getting the long-term unemployed back to work quickly is necessary to keep people from becoming unemployable, the mechanism to do so is unclear. Vallejo City Unions Taking Another 5% Pay Cut

Vallejo, the currently bankrupt city is over paying its Vallejo city manager. Vallejo's city manager is getting maybe $70,000 more than the average California city whose populations are within range of Vallejo's.
Also consider that the city manager salaries of the other cities in the comparison were more likely to have been set before the high unemployment kicked in. At times like this, one can better negotiate the short term contract for the Vallejo city manager at a lower salary basis. However, dealing with Vallejo's bankruptcy issues requires other skills that may be the cause for the unusually high Vallejo city manager salary.

Solano voters are angry at Washington candidates for the growing budget deficit. Solano county and six of its seven cities are doing poorly too (Dixon, Vacaville, Fairfield, Rio Vista, Vallejo, Benicia).
The proven solution is for the ambitious Solano professionals to look at their resume for what skills they can market directly to Solano businesses or consumers. If a company could hire and resell their services, why not take matters into one’s own hands?

Vacaville's election politics is focusing on bringing more good paying job openings. Lots of support is going behind:

Apples for apples, Vacaville house prices might be doing better than Fairfield these days. But house buyers still have longer commutes to the Inner Bay Area than Fairfield does. Fairfield already is the Solano county government and Solano business capital.

Time To Bring Indoor Solano Plants Inside From Garden
Indoor Solano Plants Need Special Care
Autumn is upon Solano County. Winter is around the corner. Night temperatures are hitting the 40's in Solano County. Some indoor plants don't tolerate going below 50 degrees. If you're not sure what a plant can take visit your Solano nursery, of just bring them inside.
Some tips on bringing in household plants:
• Hose down the plant and its pot the day before. Hose off the bottom as well.
• Try giving the moved plant the same amount of light as before. As this often isn't possible, do as best you can. Plants need light and can't just be put where you want them. Solano winters have less day light hours. A thriving plant looks nicer near the window, than sickly away from the window in your Solano home.

Election Politics Discusses If Fairfield Is Solano's Business Capital. Or is it Vacaville or Vallejo?
We predict the Fairfield-Suisun region will continue to get more high paying jobs than Vacaville. Vacaville will do well with flashy stores coming along highway I-80's vacant land - but those type of businesses often pay lower salaries. Vacaville retail and restaurants usually pay less.
Vacaville's election politics is about bringing more good paying jobs. It was the same in Fairfield's elections too. But is Vacaville trying to beat Fairfield and become the business capital? Fairfield has clear advantages Vacaville can't hope to get.
Today, Vacaville City Council candidates stated they want more Vacaville small businesses. Vacaville is a very nice bedroom community, and is dreaming to try compete with Fairfield and Suisun in getting more high paying Vacaville jobs. Apples for apples, Vacaville house prices might be doing better than Fairfield these days. But house buyers still have longer commutes to the Inner Bay Area than Fairfield does. Fairfield already is the Solano county government and Solano business capital.
California Business Center did a survey a few years back. It found more people in Vacaville will come to Fairfield for business services. Fewer in Suisun and Fairfield were willing to take the hop over to Vacaville.
Studies show there aren't even enough potential tenants looking for vacant Vacaville office space for rent. They prefer renting Fairfield office space. For example California Business Center ran generic ads offering office space in Vacaville and Fairfield with just pricing and a phone number. No calls came from Vacaville, and two came from Fairfield over a several month time span in spring 2010. The office building with the most suites in Solano County happens to be California Business Center, not only because it offers the most cost affordable packages, but because it's near highways 80 and 680, and just 30 min drive to Berkeley during normal traffic.
What do the Vacaville City Council and Vacaville mayor feel about the Vacaville Office Space for Rent signs? They want to fill the vacant Vacaville office spaces for rent.

Solano Walmart Politics
Looking at the Suisun Walmart as an example. Walmart is expected to bring a whopping $500,000.00 to $800,000.00 just in taxes. Also with more people working in Walmart (about 350 new employees) more employees will shop in other Suisun stores. Plus visitors to the Suisun Walmart will also dine and shop elsewhere in Suisun.
Interesting Suisun Walmart Studies: Depending on the poll, about 75% of Suisun voters are pro Walmart. Currently Suisun loses 70% of its tax revenue when Suisun shoppers shop outside Suisun.

Regional Water Quality Control Board voted to approve the Suisun Walmart project. More paper work is needed.
Walmart will now mitigate for some watercourse before Suisun Walmart can start construction.
Expect a 182,000-square-foot Suisun Walmart Supercenter by Walters Road Highway 12 in Suisun.
Suisun needs more tax revenue. The Fairfield Walmart by highway 12 and I-80 will close and move to Fairfield's North Texas Street.

For example some believed the amount the government is now spending for the 99 weeks unemployment package would be enough incentive for Solano employers to receive as subsidy. That is if Uncle Sam gave the unemployment compensation to the employer instead of the worker, the companies could often hire these qualified people whose unemployment had not yet run out.

Solano City Budget Cut Backs
Solano Cities Having Tough Economic Time.
How do Solano County's other city's compare with Suisun? Vallejo is bankrupt. Can Rio Vista is in big trouble. Fairfield has had to make cuts, and should not be making cuts in their police department. Luckily Suisun has a balanced budget with no budget cuts. Dixon and Benicia need help.

Vacaville Saying No To Medical Marijuana
City isn't happy about legalizing marijuana in Vacaville. Today's details at Vacaville's Reporter www.TheReporter.Com. Other Solano County cities Benicia, Dixon, Fairfield, Rio Vista, Suisun, Vacaville, plus neighboring Napa aren't exactly thrilled either. Yet more and more people are buying and using what they call "legalized marijuana". The conflict continues.
